Commander Tobi Horton

Royal Australian Navy

Commander Tobi Horton is an Information Warfare Officer with the Royal Australian Navy. He has an extensive operational, staff and instructional history rooted in Information Operations, Counter-Insurgency and (formerly) Military Operations Other Than War.

Commander Horton is, as part of the Indo-Pacific Four partnership with NATO, the inaugural Australian staff officer to the NATO Strategic Communications Centre of Excellence.

His current work focuses on issues including Cognitive Warfare, the Multinational Information Operations Experiment, doctrine development, and projects supporting the research and exposure of adversary influence activities globally.
