As CSEL, FLTCMDCM Smalts serves as the principal advisor to his commander, U.S. Navy Vice Admiral Andrew Lewis, on matters affecting non-commissioned members (NCM) in the Alliance, while providing the command’s force structure and staff with NCM and junior officer development, utilisation and engagement. He also dually serves as the FLTCMDCM for commander, U.S. 2nd Fleet; a position he has held since August 2018.

JFCNF's mission and tasks are to deliver multinational and NATO joint effects, maintain readiness, protect the North Atlantic strategic lines of communication, deter aggression, contribute to NATO responsiveness, secure reinforcements and resupply, and if necessary, project power to defend its Allies and partners.
JFCNF is one of NATO’s most recently activated commands, having been formally activated during a ceremony on July 26, 2019. Part of their critical mission serves to bring together Allies and partner nations on both sides of the Atlantic.
